1970 was 20 years since the US Army went to Vietnam to assist for anti-communist efforts. In February 1970, the presidential commission suggested that an all- volunteer Army be implemented and drafting be eliminated. In April, President Nixon made an announcement that there would be a withdrawal of 150,000 troops from Vietnam over the next year. He also called for “far-reaching” draft reform and issued an Executive Order that defunct occupational and most paternity deferral with “extreme hardship” as the only exception. Later in April, President Nixon sent US Army into Cambodia which caused extensive war protests. Later in the year, Students of Kent State University protested against the war, 4 students were killed and 9 others were wounded. This lead to several other protests which included a peaceful protest which 80,000 people attended in Washington, DC. In Paris, a Communist delegation rejected President Nixon peace proposition stating that it was “a maneuver to deceive world opinion.” In October, President Nixon announced that 40,000 more troops would return home before Christmas. Also in October there were massive floods in Vietnam which killed 293 people, left numerous others homeless and put a halt on the war. In November, President Nixon asked the US Congress for supplemental aid for the Cambodian government so that the military could assist in preventing oust of the Lon Nol by North Korea.
